Does zodiac sign libra start on sept 23 or 24?

I have been looking around and some say it starts on 23 and others 24. And does anyone know since its on the edge do they act like both signs virgo and libra?
Do pisces retreat for a while to gain confidence in an idea or decision?

It depends on where you are. For example, if the Sun moves into a sign at 5 pm on the 23rd (as someone else suggested) and you’re born in Hawaii, it will start the morning of the 23rd. If you If you live in New Zealand or China, it will start the morning of the 24th. Time/date is based on Universal/Greenwich time.
Cusps seem to be a controversial issue here… but yes, if astrology is viewed as a continuum (which, in the macro sense, it IS… so I see no logical explanation for why it wouldn’t be in a micro sense), you’ll show traits of both. From my reading/experience, astrology doesn’t have fixed points where one second you’re one thing and the next second you’re another. Everything is always moving, so each sign will be expressed slightly differently depending on the exact date you’re born… the influences of one sign will slowly become more apparent the closer you get to it.

It changes from year to year because the sun does not enter a sign at midnight. It is very possible for the sun to move into Libra at 5pm. Meaning all the babies born on the 23th before 5pm would be Virgos and any baby born after 5pm be a Libra.
You would have to look at an ephemeris to know for sure. No being born on the 23rd does not make a person have both traits. If theie chart shows both signs in it then maybe, but I’ve seen a lot of charts where there are no planets in the previous sign and the person acts nothing like the previous sign.
